Since mid-2022, 1,818 private companies have been caught engaging in false Emiratisation, a practice where companies fraudulently register Emiratis as employees to meet government targets under the Nafis programme.
Legal measures taken against these firms include:
Suspension of benefits under Nafis
Reclaiming misused financial incentives
Cancellation of work permits for falsely employed Emiratis
Fines ranging from Dh20,000 to Dh500,000, depending on the frequency of violations
MoHRE clarified that citizens falsely registered will not count toward a company’s Emiratisation quota, and violators will be required to make up for bypassed hiring targets and pay owed contributions.
The Ministry reaffirmed its commitment to transparency and impartiality, with inspectors trained to enforce laws and raise awareness about legal obligations. MoHRE emphasized that workplace compliance is not only a legal requirement but also key to achieving the UAE’s sustainable development goals and labour market stability.
