MUSCAT : His Majesty Sultan Haitham bin Tarik issued three Royal decrees reading as follows:
Royal Decree No. (18/2025) promulgates the establishment of an index for promising startups.
Article (1) states that a sub-index to be named “Promising Startups Index” shall be established at Muscat Stock Exchange (MSX).

Article (2) stipulates that the Financial Services Authority shall undertake the tasks of supervision and audit on the companies listed in the Promising Startups Index.
Article (3) states that the Chairman of the Board of Directors of the Financial Services Authority shall issue the regulations and decisions necessary for the implementation of the provisions of this decree, as well as the incentives granted to the companies listed in the Promising Startups Index, through coordination with the departments concerned.
Article (4) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
Royal Decree No. (19/2025) ratifies an agreement between the government of the Sultanate of Oman and the government of the Republic of Maldives on mutual visa waiver for holders of diplomatic, special, service and official passports, signed in Muscat on 11 December 2024.
Article (1) ratifies the aforesaid agreement as per the version attached to this decree.
Article (2) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
Royal Decree No. (20/2025) ratifies an agreement between the government of the Sultanate of Oman and the government of Mongolia on mutual visa waiver for holders of diplomatic, official, special and service passports, signed in Muscat on 9 December 2024.
Article (1) ratifies the aforesaid agreement as per the version attached to this decree.
Article (2) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
