MUSCAT : The new provisions, issued through Royal Decree No. 2025/11, provide courts the authority to suspend the execution of fines or imprisonment sentences of less than three years. This option is applicable if the court determines that the convict’s morals, past behavior, age, or the circumstances surrounding the crime indicate a low likelihood of reoffending. However, the amendments do not apply to crimes related to state security, the prestige of the state, or terrorism and its financing.
The decree further allows courts to extend the suspension to include penal effects and subsidiary or complementary penalties, with the exception of confiscation. Additionally, this discretion can only be exercised if the convict has a known place of residence.
