Muscat – This new regulation establishes the procedures for granting the quality mark and sets a framework for enforcing strict control systems to improve the quality of products and services in the Omani market.

The quality mark, as defined by the regulation, is an official logo approved by the Ministry, signifying that a product or service meets the specified technical requirements. The mark can only be used by establishments that have obtained an official license from the granting authority, ensuring compliance with the required standards.

To obtain the quality mark, establishments must submit an official application that includes a certificate proving that the product meets technical requirements, evidence of an effective quality management system for production and product test reports and a map of the facility and storage locations.

The Ministry will review applications within 30 days. If the initial application is approved, a field inspection will follow to verify compliance. The license is granted within 90 days of application submission and is valid for three years, with the possibility of renewal.

The regulation mandates that the quality mark must be placed clearly on licensed products and include a QR code linked to product details. For services, the mark must be displayed in a visible area at the service location.

The Ministry has the authority to conduct both announced and surprise inspections at licensed facilities, including the collection of product samples for testing. Violations of the regulation may result in penalties such as written warning with a deadline for corrective action; fines of up to RO 3,000; and temporary suspension or cancellation of the license in the case of serious violations.
