Oman marks first anniversary of Sultan Haitham City project

The Ministry of Housing and Urban Planning celebrated today the first anniversary of the inauguration of Sultan Haitham City by His Majesty Sultan Haitham bin Tarik on May 31, 2023, at Al Baraka Palace.

MUSCAT : In a momentous event held at the Oman International Exhibition Center during COMEX 2024, five pivotal development and partnership agreements were inked with the Ministry of Housing and Urban Planning for the city’s inaugural phase spanning from 2024 to 2030, signifying a remarkable step forward in the city’s progress.



The agreements encompassed various facets:

Design and Management Agreements:

• An agreement was reached for the meticulous preparation of detailed engineering construction maps for three school complexes in collaboration with Ibn Khaldun Company.
• Another pact was sealed for the detailed engineering construction maps required for the rehabilitation center, also in partnership with Ibn Khaldun Company.
• Additionally, an agreement was forged for the preparation of detailed engineering construction maps for the cultural center alongside Razen Company.
Construction Agreements:
• Strabag Oman secured a significant agreement for the construction of five bridges, essential for the city’s infrastructure.
• The design and construction of the experience and central control center within the city were entrusted to Oman Global Holding Company, marking a pivotal step in the city’s technological advancement.
• A tripartite agreement was signed among the Ministry of Housing and Urban Planning, Al Abrar Real Estate Company, and Oman Housing Bank to extend facilities and financing programs to eligible individuals interested in acquiring housing units within Sultan Haitham City.

The ministry’s celebration of this occasion comes on the heels of the successful completion of various construction and design endeavors essential for the city’s implementation, including the completion of:

  1. Construction works for the first phase of the project, development, and partnership agreements.
  2. Execution of works related to the water supply project.
  3. Road leveling works and prequalification for infrastructure works.
  4. Initial architectural designs for three school complexes.
  5. Active promotion of the project through participation in several local and international exhibitions.

    The Ministry signed 29 development and partnership agreements with eight global and local developers, launching the sale of housing units for the first and second phases of Al Wafa neighborhood with Al Abrar Real Estate Company, with 78 percent completion for the first phase.

    Additionally, sales for Al Ahlam neighborhood with Dream Villa Company commenced.

    During the past period, the ministry engaged in dialogue sessions with youth, communicated with various institutions, involved real estate companies in evaluating the general plan, and organized meetings, workshops, and programs to introduce the project. These activities highlighted the economic, social, and tourism significance of Sultan Haitham City.

    Over the 12 months since the project’s inauguration, the ministry, in collaboration with partners, worked on executing various works, programs, and projects aimed at achieving national objectives and aspirations for a modern, sustainable city.

    The ministry signed real estate development agreements with Al Abrar Company and others, investing over RO 1 billion. Partnership agreements with governmental entities include the Ministry of Health to build a referral hospital and a national center for women and children’s health. Agreements with financial entities and other institutions cover infrastructure development, housing loans, and strategic partnerships.

The Omani Central Bank, in collaboration with commercial banks, signed agreements to provide housing loans at a reduced rate of 3.5 percent. A partnership agreement for the water supply project was also signed with the Nama Group.

Furthermore, agreements for engineering services were signed with international consultants to prepare architectural designs for key city centers. Twelve agreements were signed with governmental and private institutions for various construction projects.

Moreover, 12 agreements have been signed with governmental and private institutions, including:

  1. Design and construction of a youth center
  2. Design and construction of a referral hospital
  3. Design and construction of the National Center for Women and Children’s Health
  4. Design and construction of Oman Health College
  5. Design and construction of the Higher Institute of Health Sciences
  6. Design and construction of the Omani Council for Medical Specialties
  7. Allocation of lands for healthcare centers within the first phase
  8. Allocation of lands for the design and construction of 3 government school complexes
  9. Allocation of land for the design and construction of a private school (Muscat International School)
  10. Design and construction of the Sultanate of Oman Police Center and the Public Authority for Civil Defense and Ambulance in Block 17
  11. Allocation of land for the National Center for Handicrafts and Creative Industries
  12. Allocation of land for the rehabilitation center

The signing of numerous agreements and the launch of various marketing and awareness programs underscore the national objectives and aspirations embodied by Sultan Haitham City, which aims to establish a modern and integrated urban environment offering diverse residential and investment opportunities.

As the Ministry of Housing and Urban Planning continues its relentless efforts to navigate through challenges and facilitate necessary procedures with governmental and private institutions, the realization of Oman Vision 2040 to establish modern and integrated cities draws closer.
