Real estate units required to form owners’ associations in Oman: Ministry

H.E. Dr. Khalfan bin Saeed bin Mubarak Al Shuaili, Minister of Housing and Urban Planning, has issued Ministerial Decision No 204/2024 to outline regulations for the real estate owners’ associations.

Muscat – The decision, published in the Official Gazette, obligates owners of real estate units to form associations, which are then registered through the Ministry’s electronic portal.

“All owners of real estate units in the shared property must establish an owners association according to the attached system form, and register it through the electronic system for real estate owners’ associations on the website of the Ministry of Housing and Urban Planning,” the decision states.

Article 3 states that the real estate owners association, after registering with the Ministry of Housing and Urban Planning, must prepare a statement describing the property, including the name of the property, its location, its cadastral number, and the building number, in accordance with the form prepared by the Ministry for this purpose, provided that it is included in the system.

Article Four: Real estate owners’ associations existing on the effective date of this decision must amend their status in accordance with its provisions, within a period not exceeding three months from the effective date of this decision.

Article Five: This decision shall be published in the Official Gazette, and shall be effective from the day following the date of its publication.
