MUSCAT : In a major restructuring, His Majesty Sultan Haitham Bin Tarik issued a Royal Decree assigning Ministry of Agriculture, Fisheries and Water Resources to be the decision-maker to the water and wastewater sector in Oman.
On Wednesday, His Majesty issued Royal decree, No. 131/2020, setting Authority for Public Services Regulation (APSR) as the regulator and two State-Owned Enterprises (SOEs) as operators.
According to the Royal Decree, the Public Authority for Water (Diam) will be abolished and all its employees will be transferred to Oman Wastewater Company (Haya Water) for the operations across the country except for Dhofar governorate. The Royal Decree also states that
Dhofar Power Company (DPC) will be assigned operational duties in Dhofar Governorate. The employees of Salalah Sanitary Drainage Services Company and the General Directorate of Water in the Office of the Minister of State and Governor of Dhofar will be transferred to DPC.

In the Royal Decree, His Majesty states the two SOEs shall have all the rights, assets, and obligations related to the water and wastewater sector.”
His Majesty also tasked the Ministry of Finance and Oman Investment Authority (OIA) to complete the restructuring in six months, following which Diam will be cancelled.
