MUSCAT: On February 28, 2019, His Majesty Sultan Qaboos Bin Said has issued Royal Decree No. 22/2019 establishing the National Centre for Employment (NCE) and issuing its regulation.
The decree was announced after reviewing the ‘Basic Law of the State’ as promulgated by Royal Decree No. 101/96, and the regulations of public bodies and institutions as issued by Royal Decree No. 116/91 and Royal Decree No. 76/2004 that defines the terms of reference for the Ministry of Manpower.

His Majesty also approved its organisational structure as per Royal Decree No. 98/2011 that establishes the Public Authority for Manpower Register and issued its system, based on what is required by the public interest.
The decree shall be published in the Official Gazette and shall come into force on January 1, 2020.

1.With NCE, Omani job seekers will now be able to get jobs quickly.
2. The first NCE aims to unite all employment services, according to the Implementation Support and Follow-up Unit (ISFU) of the Tanfeedh programme for economic diversification.
3. The NCE will not only deal with the job opportunities that are available but will also analyse the conditions of jobseekers.
4. NCE will be affiliated to the Council of Ministers.
5. NCE shall be a legal personality with financial and administrative independence.
6. NCE to get allocations and assets of the Public Authority for Manpower Register.
7. Employees of the administrative, civil, military and security units of the administrative body of the civil, military and security state may be transferred to NCE
8. All units of the civil, military, security and private sector administrative apparatus shall be obliged to provide the NCE with vacancies, jobs, and occupations to be filled
9. Amendment of NCE System shall be affected by the Chairman of the Board of Directors of the NCE after the approval of the Council of Ministers.
10. The Chairman of the Board of Directors of the NCE shall issue the regulations and decisions necessary to implement the provisions of the attached regulations.
Expert Opinion
Shashwar Al Balushi, head of the Tanfeedh Labour Labs, was one of those involved in the setting up of this center said this would help streamline the process.
