BEIJING- O-GREEN’s Mawarid Turbine Limited SPC, developer of the first and only wind turbine manufacturing facility in the GCC, and Shanghai Electric Wind Power Group Co., Ltd. have signed a comprehensive strategic partnership agreement to advance cooperation in wind energy technology, industrial development, turbine supply and technical services.
The agreement establishes a long-term strategic framework to strengthen Oman’s wind energy capabilities and support its development as a regional hub for wind energy technology, manufacturing and services. Cooperation will focus on research and development, technology transfer, wind turbine assembly, operations and maintenance, and the development of specialised Omani expertise.
Central to the partnership is the Mawarid Wind Turbine Manufacturing Facility, currently under development in the Special Economic Zone at Duqm. As the GCC’s pioneering wind turbine manufacturing facility, it will play a key role in technology localisation, industrial development and building Oman’s specialised technical capabilities.

The areas of cooperation include establishing a joint research and development centre and a turbine testing facility in the Special Economic Zone at Duqm, adapting wind turbine technologies to the climatic and environmental conditions of the GCC, and developing a new turbine platform to support local manufacturing.

The partnership also extends to providing integrated operations and maintenance services for round-the-clock renewable energy projects in Oman, combining wind power, solar energy and battery energy storage systems. This approach aims to strengthen the integration of renewable energy technologies and improve operational efficiency and reliability.
The partnership will also strengthen Oman’s wind energy supply chain through component manufacturing, supplier development, maintenance services and spare parts support, creating opportunities for Omani businesses to serve domestic and regional markets.
The companies will collaborate on developing and testing wind turbine technologies designed for challenging environmental conditions, including high temperatures, dust, humidity and coastal environments, while advancing knowledge transfer and skills development for Omani talent.
Investing in Omani talent and Localising Industrial Expertise
A new group of 71 young Omanis have travelled to China on 1st of November 2026 for specialised industrial training in wind turbine manufacturing, as part of O-GREEN’s efforts to develop the national workforce for the GCC’s first wind turbine manufacturing facility in Duqm.
Having completed two months of foundational training at the National University of Science and Technology in Muscat, the trainees will now gain hands-on experience in wind turbine manufacturing processes, technical operations, quality standards and industrial safety. Their training forms part of an 11-month programme that began in August 2026, preparing them for specialised technical and engineering roles at Mawarid Turbine’s manufacturing facility in Duqm.
The 71 trainees represent the second cohort of O-GREEN’s integrated training-for-employment programme, implemented through Mawarid Turbine. To date, *more than 114 Omanis have been selected through the national Tawteen platform* across two training cohorts, including diploma and bachelor’s degree holders in engineering-related disciplines.
The first cohort began its 11-month training programme in February 2026, starting with foundational training at the National University of Science and Technology in Muscat, followed by practical industrial training in China in collaboration with Shanghai Electric and Shanghai FRP. The trainees are gaining experience on actual production lines, specialising in wind turbine blade manufacturing and nacelle and hub assembly.
The initiative builds on an agreement signed in April 2025 between Mawarid Turbine, the Ministry of Labour and the Authority for Public Services Regulation, aimed at developing national capabilities, transferring technical expertise and supporting local content objectives in the renewable energy sector.
Under the training-for-employment programme, all trainees will be appointed to permanent positions upon completion of their training. They will return to Oman with specialised industrial knowledge and practical experience to support the development and operation of Mawarid Turbine’s manufacturing facility in Duqm.
Beyond creating skilled employment opportunities, the programme aims to establish a new generation of Omani industrial specialists, bringing international expertise home, building national manufacturing capabilities and, in time, enabling experienced Omanis to pass their knowledge on to future generations.
As a central pillar of the Mawarid Turbine project, the programme connects industrial investment with human capital development, supporting the localisation of renewable energy technologies and Oman’s ambition to develop a competitive, knowledge-based economy under Oman Vision 2040.
Mustafa Al Hinai, Chief Executive Officer of O-GREEN, said:
“Oman’s ambition in wind energy goes beyond developing projects. it extends to building the technical expertise, industrial capabilities and skilled workforce needed to support this industry for the long term. Our cooperation with Shanghai Electric reflects this ambition by bringing together advanced technology, industrial experience and knowledge transfer, alongside specialised training programmes that give young Omanis the skills and practical experience needed to participate in a new and promising industry in the Sultanate. Through these efforts we aim to maximise the local economic value of the wind energy sector by developing national talent, empowering Omani businesses and building sustainable industrial and technical capabilities, strengthening the sector’s contribution to the national economy and supporting its long-term growth,”
Strategic Partnership Supporting Oman’s Industrial Future
The partnership and workforce development initiatives reflect O-GREEN’s wider ambition to contribute to Oman’s industrial diversification, strengthen local value creation and support the transition towards a more sustainable economy driven by clean energy and advanced technology.
By integrating international technology partnerships, developing local industrial capabilities and investing in practical knowledge transfer,, O-GREEN through Mawarid Turbine aims to establish a specialised national industrial ecosystem that supports renewable energy projects in Oman and creates new opportunities for Omani businesses and professionals to participate in regional and international value chains.
These initiatives are aligned with Oman Vision 2040 and the Sultanate’s ambition to build a competitive, knowledge-based economy, diversify industrial activities, create skilled employment opportunities for Omani nationals and develop new industries around clean energy.
