Hong Kong: Oman Investment Authority (OIA) has signed an investment agreement with Chinese company Templewater, in partnership with Hong Kong’s Innovation and Technology Authority, under which OIA will commit 25 per cent of the capital of the Templewater Innovation Fund, while 50 per cent of the fund will be allocated to investments in the Sultanate of Oman.
The agreement was signed during OIA’s participation in the Belt and Road Summit 2026 in Hong Kong, and is aimed at attracting capital, advanced technologies, expertise and international companies to Oman while supporting the country’s economic diversification agenda.
The deal reflects OIA’s “Omani Dimension” approach, under which its overseas investments are designed to generate benefits beyond financial returns by creating opportunities for technology transfer, knowledge exchange, international partnerships and market access for Omani companies.

Under the arrangement, OIA’s investment in the fund will be matched by a significantly larger allocation for investments in Oman, helping attract companies and technologies into local sectors and creating opportunities for partnerships, capacity building and expansion into new markets.
The Templewater Innovation Fund will focus on promising companies operating in future-oriented sectors including advanced industries, new energy, artificial intelligence, data science, biotechnology and life sciences.
These sectors are aligned with OIA’s strategy of diversifying its investments into emerging areas linked to technology and innovation, while connecting international companies with investment opportunities in Oman.
H.E. Muneer bin Ali Al Muneeri, Deputy President for Operations at Oman Investment Authority, said OIA is working to ensure its international investments create value that extends beyond financial returns.
He said the agreement reflects the Authority’s efforts to connect global investment opportunities with the needs of the Omani economy by attracting capital, technology, expertise and partnerships into the Sultanate.
H.E. Al-Muneeri added that OIA aims to benefit from the innovation ecosystem in Hong Kong and China and connect promising companies there with opportunities available in Oman.
The partnership is also expected to give Omani companies and OIA-affiliated firms access to new technologies, international expertise, business partners and overseas markets.
Cliff Zhang, Chairman and CEO of Templewater, said the partnership represents an important step in connecting capital, innovation and industrial expertise between Hong Kong and Oman.
He described Oman as a promising destination for technology companies seeking growth and expansion into regional markets.
Zhang said the Templewater Innovation Fund would support high-potential companies while creating opportunities for technology transfer, partnerships and sustainable economic value.
The agreement is expected to strengthen OIA’s presence in the global innovation and technology ecosystem while positioning Oman as a potential base for technology companies seeking access to markets across the region.
It also allows Omani companies to collaborate with international partners and benefit from technologies and expertise developed by companies supported by the fund.
The partnership comes as Oman and China continue to expand their investment and economic ties under the Belt and Road Initiative, taking advantage of Hong Kong’s position as a major financial and investment hub and Oman’s strategic location as a gateway to regional markets.
Templewater was selected as a fund manager under Hong Kong’s enhanced innovation and technology investment programme, which aims to mobilise private capital to support startups and companies operating in innovation-driven sectors.
OIA participated in the Belt and Road Summit 2026 with a delegation headed by H.E. Al-Muneeri and comprising chief executives of OIA-affiliated companies, representatives of the Oman Future Fund, Oman Global Financial Centre, Muscat Stock Exchange, Sohar International Bank and several investment funds supervised by the Authority.
