MUSCAT: The regulation, issued through Ministerial Decision No. 757/2024, sets out the rights and responsibilities governing passengers and air transport operations in the Sultanate of Oman.

Under the regulation, passengers are required to:

• Comply with safety instructions and maintain discipline onboard the aircraft.
• Provide accurate personal and contact information.
• Disclose any special requirements or needs in advance.
• Review travel terms and conditions before making a booking.
• Ensure that passports, visas and other required travel documents are valid and complete.
• Complete check-in and other travel procedures within the specified time.

The CAA said the Passenger Rights Protection Regulation establishes key definitions and rules covering air transport and passenger rights, including the roles of the authority, air carriers and passengers with special requirements.

The regulation also defines important aviation terms, including code-sharing operations, confirmed reservations, force majeure and overbooking.

The CAA’s guidance emphasises that passenger rights come with corresponding responsibilities. Travellers are therefore expected to comply with airline and airport requirements throughout their journey, while also ensuring that they provide the information and documentation necessary for safe and efficient air travel.

Ministerial Decision No. 757/2024 was issued based on Royal Decree 65/2006, approving Oman’s accession to the Convention for the Unification of Certain Rules for International Carriage by Air, as well as the Civil Aviation Law issued by Royal Decree No. 76/2019 and its Executive Regulations issued by Decision No. 116/2023.
