MILAN – Represented by the Supreme Judicial Council, Oman participated in the event organised by the Arab Centre for Legal and Judicial Research under the theme “Towards Enhancing Judicial Communication”, with the participation of heads of judicial institutions from Arab countries, along with experts and specialists in judicial affairs.
Oman’s delegation was led by His Excellency Khalifa bin Said Al Busaidi, President of the Supreme Court, while Dr Salem bin Zuwid Al Hashmi, Assistant Secretary-General for Planning and Digital Transformation, presented the Supreme Judicial Council’s long-term strategic plan for 2024–2040.
The presentation highlighted the council’s strategic framework as an institutional model aligned with the objectives of Oman Vision 2040, aimed at enhancing judicial efficiency, strengthening access to justice and consolidating the principles of the rule of law.
Al Hashmi outlined key components of the strategy, including digital transformation initiatives such as electronic and video trials, digital integration with government entities, upgrading digital infrastructure, adopting emerging technologies and developing electronic platforms for publishing judicial rulings and studies.

He said the plan also focuses on improving judicial services through reducing litigation periods, enhancing case management, developing enforcement mechanisms, expanding alternative dispute resolution channels and improving services for beneficiaries, including translation and assistance services for people with disabilities.
The strategy also includes a governance and performance management framework covering project management, performance measurement, risk management, quality assurance and monitoring the implementation of initiatives through measurable indicators.
The Milan dialogue addressed several themes, including strategic plans for judicial councils and supreme courts, regional and international judicial practices, and Arab initiatives aimed at strengthening cooperation and capacity building.
Participants also discussed the Arab guiding framework for the governance of artificial intelligence use in the judiciary, supporting the development of reliable digital justice systems.
The session concluded with discussions on recommendations and mechanisms for implementation, reinforcing cooperation and exchange of expertise among Arab judicial institutions.
