Oman modernises property sector with electronic records under new Real Estate Registry Law

The newly issued Royal Decree 56/2026 introducing the Real Estate Registry Law is aimed at modernising the country’s property registration system, strengthening legal protections for owners, and improving transparency across the real estate sector.

MUSCAT – The law, issued by the Ministry of Housing and Urban Planning, seeks to regulate and develop real estate registration procedures in a way that safeguards property rights and enhances confidence in property-related transactions.
One of the law’s key objectives is to ensure that real estate rights are officially registered and legally recognised. By requiring formal registration, the system aims to provide stronger legal protection for owners and reduce disputes linked to ownership claims.
The legislation also introduces a more organised framework for documentation and registration processes, including defining the competent authorities, work mechanisms and applicable fees. This is expected to streamline procedures and create greater clarity for property owners, investors and developers.
Authorities say the law is designed to enhance trust in Oman’s real estate market by ensuring that ownership records and legal transactions are properly documented and easily verifiable. The new framework also promotes transparency and publicity, enabling individuals and businesses to confirm registered rights and transactions more efficiently.
A major feature of the law is its support for digitalisation in the property sector. The legislation grants legal validity to electronic records and electronic documentation, placing digital records on equal legal footing with paper documents.
The move aligns with Oman’s broader digital transformation efforts and is expected to improve the efficiency of real estate services.
The law also allows licensed entities to participate in documentation services, a step intended to facilitate procedures, improve accessibility and raise service efficiency within the real estate sector.
