Muscat: The ceremony was attended by Dr. Khalfan bin Saeed Al Shuaili, Minister of Housing and Urban Planning, and Ibrahim bin Saeed Al Busaidi, Governor of Musandam Governorate. The event also witnessed the signing of several investment usufruct contracts within the project.
Engineer Rehab bint Salem Al-Mayahi, Director General of Social Housing and Projects at the Ministry of Housing and Urban Planning, said the Kamzar village plan reflects the ministry’s approach to addressing housing challenges in geographically unique areas through flexible solutions that help families remain within their natural environment and reduce outward migration.
She noted that the ministry’s social housing programmes are built on a comprehensive vision to improve quality of life and socially empower families by integrating housing with urban planning and essential services, ensuring long-term housing sustainability across all governorates and villages, regardless of logistical challenges.

As part of the project, eight investment usufruct contracts were signed in the industrial and commercial sectors, with a total investment value of RO 460,000, covering an area of 5,520 square metres. The move is expected to stimulate the local economy, strengthen private sector participation, and generate employment opportunities within the village.
The Kamzar Village Master Plan is one of the Ministry of Housing and Urban Planning’s strategic development projects, aimed at delivering an integrated residential environment that keeps pace with urban expansion. The project included the reclamation of 148 residential plots and the allocation of three government plots for a school, a mosque and a health centre, over a total area of approximately 143,000 square metres.
Infrastructure works were completed over an 18-month implementation period and included an internal road network extending more than 2,757 metres, a mountain road spanning 3,630 metres, and a 370-metre coastal road, all supported by paving, protection measures and integrated lighting.
