Muscat: Royal Decree No. (2026/1) formally adopts the Eleventh Five-Year Development Plan for the period 2026–2030, following a review of the State’s Basic Law, relevant economic legislation, and after the matter was presented to the Council of Oman. The decree mandates the implementation of the plan in line with its approved economic and financial framework, as detailed in the attached appendices.
Under the decree, all units of the State’s administrative apparatus and other public legal entities are required to implement the plan in accordance with applicable laws and regulations. The Ministry of Economy has been tasked with issuing the Strategic Programs Volume for the plan during the first quarter of 2026, with project details to be finalised at the beginning of each year in coordination with the concerned authorities. The ministry will also oversee implementation and conduct periodic evaluations to ensure alignment with local, regional, and global developments.
The decree stipulates that it will be published in the Official Gazette and will come into force on January 1, 2026.

Royal Decree No. (2026/2) approves the State’s General Budget for the fiscal year 2026, in accordance with the attached schedules and the provisions of the Financial Law. All government units and public legal entities are required to implement the budget within their respective jurisdictions. This decree will also be published in the Official Gazette and took effect from January 1, 2026.
Both decrees were issued on 11 Rajab 1447 AH, corresponding to January 1, 2026.
