Muscat: Organised by the Public Authority for Projects, Tenders and Local Content in cooperation with the Office of the Governor of Al Dakhiliyah Governorate, the forum is part of national efforts to enhance institutional integration, exchange expertise and empower governorates within the framework of decentralisation.
Engineer Saeed bin Hamad Al-Amri, Director General of Tenders at the authority, said the forum provides a platform to strengthen the capabilities of local cadres and develop work tools at governorate offices, in line with Oman’s drive towards balanced and sustainable development. He noted that the event focuses on improving coordination between concerned entities and reviewing best practices in contracts, tenders and project management, while reinforcing local content.
The forum programme features specialised sessions and workshops, including a presentation evaluation workshop covering technical and financial analysis, an overview of automated analysis on the Esnad platform, and discussions on price indicators. The first day will also include a workshop on government procurement and the Amanah platform, followed by an open discussion on key challenges in managing government projects.

The second day will be dedicated to field visits, including tours of the Interior Square (Interior Boulevard) project and Nizwa Park, with briefings on their development phases and components, as well as a visit to the Oman Across the Ages Museum. Activities will continue with a workshop on urban development in Al-Aqr neighbourhood, focusing on urban rehabilitation and strengthening local identity, alongside a guided field tour in Nizwa.
The forum will conclude on its third day with technical and organisational workshops on government project management, beginning with a session on infrastructure resilience using rainwater drainage technologies. Other sessions will address change orders, construction maps, reinforcement and concrete applications, slope construction methods, and broader infrastructure challenges. A dedicated local content session will highlight ways to stimulate the national economy, improve project efficiency, develop local suppliers, adopt new technologies, and create investment opportunities for small and medium enterprises.
The Ambassadors of the Governorates Forum was launched in Muscat Governorate and is held periodically across different governorates to unify practices, enhance institutional tools in contracts and tenders, and strengthen local content.
