Labour Ministry hosts 4th Forum on Institutional Innovation and Change Management in Muscat

The Ministry of Labour today organised the 4th Forum on Institutional Innovation and Change Management, which also featured the closing ceremony of the 3rd edition of the National System for Institutional Innovation and Change Management.

MUSCAT – The initiative aims to enhance government performance and improve service quality across the state’s administrative apparatus.


The event was held under the patronage of His Excellency Sayyid Salim bin Muslim Al Busaidi, Undersecretary of the Ministry of Labour for Human Resources Development.


The third edition of the framework highlighted two OQ Group practices: ‘Corporate Culture’ and ‘Continuous Improvement Practice’, alongside a scientific paper titled ‘Empowerment Strategy in Intellectual Capital Management’. The forum also reviewed the ‘Governance of Change Management in the Government Sector’ project, which involved ten government agencies and seeks to establish a sustainable framework for managing change across government projects and initiatives.


In his address, Mohammed bin Mubarak Al Kalbani, Director General of Development and Quality Assurance at the Ministry of Labour, emphasised that the forum marks the culmination of efforts aligned with Oman Vision 2040, aimed at advancing institutional innovation and building a robust framework for partnership and change management in government units.


Al Kalbani added that the National System adopted three of the latest administrative practices and methods that have significantly improved performance and work environments. Additionally, the system leveraged scientific research by an Omani researcher to promote evidence-based government management, resulting in the training of over 95 competencies across the state’s administrative apparatus.


The forum included a visual presentation of the third edition’s milestones and implementation experiences in government institutions. Outcomes ranged from spreading awareness of administrative practices and empowering knowledge to developing detailed implementation plans for improving procedures and work systems. The event also strengthened collaboration between government units through joint initiatives, contributing to higher institutional excellence indicators.


The National System aims to enhance integration across sectors by establishing an effective mechanism for exchanging knowledge and best administrative practices between the public and private sectors, keeping pace with modern administrative approaches. It also supports the documentation and dissemination of research focused on improving administrative performance, adopting pioneering local models for application across government agencies, and ensuring sustainable innovation.


The forum concluded with the signing of memoranda of understanding between the Ministry of Labour, Alshawamikh Oil Services Company, and Weatherford Oil Tool Middle East, focusing on specialised training, development, and human capital qualification. An agreement was also signed with the Oman Film Society to strengthen collaboration with civil society institutions in knowledge exchange, training, and joint production initiatives.
