MUSCAT – As part of its efforts to preserve Omani heritage and enhance its contribution to sustainable economic development, the Ministry has initiated a project to develop and invest in the historic Al Ramel neighbourhood in the Wilayat of Ibri, Al Dhahirah Governorate – one of Oman’s oldest heritage quarters, dating back more than 300 years.

The project, implemented by Al Dhahirah International Development and Investment Company, will cover a total area of 6,350 square meters, with an estimated investment of RO 1 million. Implementation is expected to be completed within two years from the start of construction.

Situated atop the sand mountain slopes, Harat Al Ramel is renowned for its authentic Arab-Islamic architecture, which reflects the simplicity and traditional craftsmanship of Omani life. It is regarded as one of the most prominent heritage and tourism landmarks in Ibri.

Walid bin Hamad Al Ghafri, Director of the Heritage and Tourism Department in Al Dhahirah Governorate, stated that the project aligns with the ministry’s broader strategy to revive historical sites and transform them into integrated tourism destinations. He added that the development will stimulate tourism and investment by establishing cafés, restaurants, heritage lodges, and recreational areas, while also improving the local environment and infrastructure within the neighbourhood — reflecting national pride in authentic Omani heritage.

The development plan includes the construction of a heritage museum, two heritage inns, a main restaurant and café, and 28 commercial units dedicated to local business owners, craftsmen, and productive families. Outdoor seating areas overlooking the mountain slopes will provide visitors with a complete cultural and leisure experience that blends authenticity, hospitality, and natural beauty.
The project also aims to preserve the neighbourhood’s cultural and architectural identity through the restoration of historic buildings in a manner consistent with traditional Omani design. It will further promote cultural and community tourism by hosting events and exhibitions that support the local economy, create job opportunities for residents, and encourage investment in heritage and hospitality initiatives in partnership with the local community and civil society institutions.

The Al Ramel Neighbourhood Development Project represents a significant addition to the cultural and architectural landscape of Al Dhahirah Governorate. It stands as a national model of balance between heritage preservation and sustainable economic growth, reaffirming the Ministry of Heritage and Tourism’s commitment to developing historical sites as cultural and developmental assets for future generations.
