MUSCAT : Held in Muscat Governorate, the workshop marks a major milestone in the initiative, which was launched in line with the royal directives of His Majesty Sultan Haitham bin Tarik to strengthen integration, flexibility, and innovation within government institutions.
Speaking at a press conference at the Diplomatic Club, His Excellency Dr. Ali bin Qassim Al Lawati, President of the Royal Academy of Management, said the launch represents a strategic phase in the journey to build a single, collaborative government team. He emphasised that the initiative focuses on creating a cultural and mental transformation in public service, not just technical upskilling.

He added that the initiative is aligned with Oman Vision 2040, and aims to establish a national model for government change management, emphasizing collaboration between state institutions, society, and the private sector.
Hilal bin Muzaffar Al Riyami, Head of the One Team Initiative, said the workshops aim to engage 5,000 employees in the first year, spanning 19 government entities. These include the Ministries of Health, Education, Housing, Finance, and Labor, among others, as well as regional governor offices.
The workshops are part of a five-year rollout that will eventually include all government employees across the Sultanate’s 11 governorates, with the first phase covering Muscat, Dhofar, Musandam, and North Al Batinah.
Designed as immersive, one-day experiences, the workshops align personal values with institutional goals and highlight the impact of every role within the broader context of national service. They also include follow-up stages, facilitator training programs, and a national media campaign.
He noted the workshops are supported by an impact measurement system involving surveys, performance indicators, and community engagement analysis to continuously evaluate and enhance the program.
In a unique move, university students were directly involved in content creation. One segment, titled ‘Letters to the Future’, was fully designed and produced by students from Sultan Qaboos University and later adopted as part of the official workshop content. This reflects the initiative’s emphasis on youth engagement and its commitment to inclusive government transformation.
Future workshops will also include persons with disabilities, and the Academy plans outreach to schools, colleges, and universities to introduce younger generations to the values of teamwork and public service.
Al Riyami described the initiative as deeply rooted in Omani values, while also incorporating global best practices and behavioral science. The initiative is structured around dedicated communities, including facilitators, institutional leaders, media supporters, and 57 appointed ambassadors from participating entities to ensure long-term integration and continuity.
