MUSCAT – The initiative seeks to ensure the adoption of environmentally friendly practices in this vital industry.
The signing reflects the Sultanate of Oman’s commitment to fulfilling its international obligations under the Montreal Protocol for ozone layer protection. It also supports the Environment Authority’s ongoing implementation of Phase III of the Hydrochlorofluorocarbons (HCFC) Phase-Out Strategy Project, in partnership with the United Nations Environment Programme (UNEP) and the United Nations Industrial Development Organization (UNIDO). The programme also aims to reduce the use of ozone-depleting substances and enhance the competency of national professionals in the refrigeration and air conditioning sector.
Aligned with Oman Vision 2040, the initiative emphasises environmental sustainability by establishing a professional testing and licensing system for technicians, focused on eco-friendly practices.

The agreement was signed by His Excellency Dr. Abdullah bin Ali Al Amri, Chairman of the Environment Authority, and Engineer Mohammed bin Hamoud Al Naabi, CEO of OPAL.
Key objectives of the programme include developing a nationally and internationally recognised professional competency system; preparing professional standards, assessments, and training programmes with environmental benchmarks; qualifying and testing technicians in both public and private sectors; issuing accredited professional licenses to certified workers; supporting regulation of the profession through coordination with relevant legislative authorities.
The programme stipulates that both parties will exchange expertise and provide technical and logistical support, develop professional competency testing tools for the agreed-upon professions, adapt the electronic platform to include professional testing and its equipment, accredit assessment centres and assessors, and provide professional license cards.
The program also aims to raise awareness among technicians on safe handling of both traditional and alternative refrigerants, promote best practices in system installation and maintenance, and ensure the licensing system keeps pace with technological advancements in this vital sector.
