Oman’s finance ministry wraps up 2026 budget talks, sets stage for 11th five-year plan

The discussions focused on assessing the 2025 budget’s performance, examining recurrent and development spending proposals for 2026, and ensuring alignment with entities’ annual plans.

MUSCAT : The Ministry of Finance has wrapped up more than 68 meetings with government entities to discuss detailed budget estimates for fiscal year 2026 and review the financial framework of the 11th Five-Year Development Plan (2026–2030).

The meetings, held across senior, executive, and ministerial levels, formed part of the Ministry’s efforts to prepare the draft state budget in close coordination with all stakeholders. They focused on aligning financial requirements with annual plans, while ensuring that spending efficiency and fiscal sustainability remain at the core of national financial policy.

The discussions examined the performance of the 2025 state budget, reviewed both recurrent and development expenditure estimates for 2026, and emphasized the adoption of a program- and performance-based budgeting system to enhance accountability and efficiency.

In parallel, preliminary estimates for the financial framework of the 11th Five-Year Development Plan were reviewed, with the objective of linking sectoral priorities and government projects to broader national strategies under Oman Vision 2040. Particular attention was given to balancing additional social and economic requirements with available financial resources, ensuring a sustainable approach to meeting future challenges.

The Ministry of Finance stressed that this extensive consultation process reflects the government’s commitment to preparing the state budget in an integrated manner, in line with Oman’s strategic direction of supporting social sectors, driving economic development, and safeguarding public finance stability.

By concluding these meetings, the Ministry reaffirmed that the 2026 state budget and the upcoming development plan will continue to advance the country’s socio-economic goals, while maintaining prudent financial management and enhancing the efficiency of government spending.
