BRUSSELS : According to European diplomatic sources, the latest sanctions zero in on Russia’s financial and energy sectors, aiming to curb Moscow’s ability to fund its war efforts. The move comes in direct response to Russia’s ongoing refusal to agree to an unconditional ceasefire in Ukraine.

Among the new measures, the EU is seeking to further cut Russia’s revenues from oil exports to non-EU countries by tightening existing price caps. It also includes a ban on transactions involving the Nord Stream gas pipelines — both Nord Stream 1 and Nord Stream 2 — in an effort to prevent their potential reactivation.

These underwater pipelines, which once played a crucial role in delivering Russian gas to Germany across the Baltic Sea, were largely destroyed in a mysterious attack in September 2022. Despite the damage, EU officials fear they could be repaired and reopened, allowing Russia to generate billions through gas sales.

EU foreign policy chief Kaya Kallas confirmed the new sanctions also include measures against Russia’s so-called “shadow fleet” — a term used for vessels that help Russia bypass oil sanctions through covert operations.
