Muscat – The index, published by Reporters Without Borders (RSF), a Paris-based organisation with consultative status at the United Nations, assesses press freedom conditions across 180 countries and territories annually. It evaluates five key criteria: legal framework, political context, economic and sociocultural environment, and safety of journalists.

Last year, Oman introduced a new media law, aligning with evolving developments in the media sector. The legislation safeguards journalists’ rights and ensures freedom of opinion and expression in accordance with the country’s Basic Law.

The WPFI 2025 ranking places Norway on the top of the chart, while Eritrea scores the lowest rank.
The index is an annual ranking of countries compiled and published by RSF since 2002 based upon the non-governmental organisation’s own assessment of the countries’ press freedom records in the previous year. It intends to reflect the degree of freedom that journalists, news organizations, and netizens have in each country, and the efforts made by authorities to respect this freedom.
