Muscat: The Ministry of Transport, Communications, and Information Technology released its annual report on the government’s digital transformation program, highlighting significant progress in 2023. The overall performance of the “Transformation” program reached 53%, while government institutions collectively averaged 72%.
The report evaluated the digital transformation proficiency of 56 government institutions and governorates, revealing that 48% of these institutions performed above average, achieving a “green” status. Top-performing entities include the Telecommunications Regulatory Authority, Muscat Governorate, the Royal Oman Police, and the Ministry of Finance, among others.
Notably, 48% of institutions were categorized as average (“yellow”), and 4% fell below average (“red”). The governorates made strides by launching new electronic services and completing digital advisory studies, significantly contributing to the nation’s digital transformation goals.

Dr. Ali bin Amer Al-Shaythani, Undersecretary of the Ministry and Chairman of the Technical Committee of the Government Digital Transformation Program 2021-2025, attributed the program’s success to robust governance, national policies, and institutional readiness. He emphasized the importance of leadership awareness and the Ministry’s support in planning, reviewing tenders, and managing digital projects.
Engineer Abdul Aziz bin Abdul Rahman Al Kharousi, Director General of Digital Transformation, highlighted ongoing efforts to improve the program by incorporating feedback from digital transformation teams and aligning with international best practices.
From January 2021 to December 2023, 1,545 services were digitized, achieving 61% of the 2025 target. New platforms like the social protection services portal and the “Joud” donation platform were launched, enhancing user experience and service delivery.
Looking ahead, the program aims to complete key projects in 2024, including the first phase of the national open data platform and the unified national portal for electronic services. The Ministry will continue its biannual performance evaluations to ensure continuous improvement in digital transformation efforts.
