Oman’s ministry suspends issuance of ‘To Whom It May Concern/Free Sale’ certificates for certain products

The Ministry of Commerce, Industry, and Investment Promotion, through the General Directorate of Standards and Metrology, has announced the suspension of issuing ‘To Whom It May Concern/Free Sale’ certificates for cosmetics, personal care products, and chemical products manufactured domestically

Muscat – The Ministry stated that this suspension would be in place until appropriate controls are established.
As per the Ministry’s statement, for products manufactured in industrial facilities, the following procedure must be followed:

  1. Submit the application via email or in person at the directorate’s headquarters (qcd.chemical@tejarah.gov.om).
  2. Provide the necessary documents, including:
  • Commercial registration papers and licenses for the factory (if local).
  • List of product ingredient ratios issued and sealed by the manufacturer.
  • Test reports issued by local laboratories registered and accredited in accordance with the International Standard (ISO 17025).
  • Product explanatory data card in Arabic.
  • Explanatory data for the specification applicable standard.
  • Standard specification, as per agreement with the beneficiary (if required).
    This notice takes effect immediately upon publication, and procedures may be subject to updates in the future.
