MUSCAT: The regulations cover ozone-depleting substances and their alternatives, as well as refrigeration, freezing and air-conditioning equipment. They also apply to refrigerators, freezers, water coolers, ice-making machines, aerosol products and fire extinguishers.

Under the new rules, businesses and individuals involved in importing, exporting or re-exporting regulated substances must obtain prior approval or permits from the Environment Authority and comply with the import quotas established by the authority.

The authority has prohibited the import or export of regulated substances without the required licence. Restrictions also apply to used equipment and appliances that rely on controlled substances, as well as trade involving countries that are not parties to the Montreal Protocol.

The disposal of regulated substances and equipment containing them also requires prior approval from the Environment Authority.

According to the regulation’s published requirements, fees range from RO 25 to RO 300, depending on the type and quantity of substances involved and the licence required.

Administrative fines range from RO 100 to RO 2,000, with penalties doubling in cases of repeated violations.
