MUSCAT — Muscat Municipality has announced 12 development opportunities, including four waterfront projects, as it seeks private investment in tourism, leisure, commercial facilities and public spaces.
The municipality said it would showcase the sites at the Ministry of Housing and Urban Planning’s Urban October 2026 event. All are being offered on long-term investment terms, with details available to registered investors.
The coastal projects include the redevelopment of Qurum’s beach and mangrove waterfront, commercial development near Muttrah’s historic port, a promenade along Seeb’s public beach and a beachfront park in Qurayyat.

Farid Khalfan Al Rjebi, investment adviser at Muscat Municipality, said the sites had designated uses aligned with market demand, with design work well advanced for several projects.
“The next step is for developers and operators to move these projects forward,” he said.
The Qurum proposal covers 1,045,775 square metres, bringing together the Nature Park, protected mangroves and Beach Road. Plans include a 1.6-kilometre promenade with kiosks, cafés overlooking the sea and a seasonal market.
In Muttrah, the proposed redevelopment includes commercial buildings, parking, public spaces, craft and food markets, and a small hotel.
Studies are underway for a promenade along Seeb’s 10-kilometre public beach, although design work has yet to begin. The project could include dining, water sports and family attractions, the municipality said.
A further 169,150 square metres on the Qurayyat coast has been earmarked for a public park.
The municipality described Al Thalath, near Mall of Oman, as the portfolio’s most advanced project. Its completed design combines a four-star, 220-room hotel with 10,100 square metres of leasable office space on an 8,051-square-metre site.
The scheme, which won the municipality’s first international architectural competition, is awaiting an investor to fund construction.
Another project, Bousher Dunes, would develop a 54,175-square-metre leisure destination featuring off-road activities, a 600-seat open-air theatre, a visitor centre, a restaurant, five food truck units and 18 retail units.
The remaining six plots have designated uses but no completed designs, allowing investors to develop their own proposals.
The municipality said the initiative supports Oman Vision 2040’s objectives of expanding private-sector participation and attracting foreign investment.
