MUSCAT: His Majesty Sultan Haitham bin Tarik has issued four Royal Decrees covering amendments to the Basic Law of the State, changes to the designation of the Public Attorney’s Office, the appointment of an Attorney General and public utility status for road projects in South and North Al Batinah governorates.
Under Royal Decree No. 79/2026, certain provisions of the Basic Law of the State have been amended, with the phrase “Public Attorney Office” to be replaced by “Public Prosecution” wherever it appears in laws and Royal Decrees.
The decree also cancels any provisions that contradict it and will take effect from the date of its issuance following publication in the Official Gazette.

Royal Decree No. 80/2026 changes the designation of the “Public Attorney’s Office” to the “Public Prosecution” and introduces corresponding changes to a number of official job titles.
Under the decree, references to “Public Attorney’s Office” and “Public Prosecutor” will be replaced by “Public Prosecution” and “Attorney General”, respectively, across laws and Royal Decrees.
Several other positions will also be redesignated, including Deputy Attorney General, Assistants to the Attorney General, Heads of Attorney General Office, First and Second Attorney General Deputies and Public Prosecution Associates.
The decree will be published in the Official Gazette and take effect from its date of issue.
In Royal Decree No. 81/2026, His Majesty appointed Nasr bin Khamis bin Mohammed Al Sawaee as Attorney General. The appointment takes effect from the date of issuance.
Meanwhile, Royal Decree No. 82/2026 grants public utility status to the project to design and implement the Barka Link dual carriageway in South Al Batinah Governorate, the A’Suwaiq Link Road and a flyover in North Al Batinah Governorate.
Authorities will be permitted to directly acquire properties and land required for the projects, including structures located on them, in accordance with Oman’s Public Utility Expropriation Law issued under Royal Decree No. 71/2023.
All four decrees will be published in the Official Gazette and take effect from their respective dates of issuance.
