MUSCAT : Oman’s Ministry of Finance has directed government entities to award certain specialised contracts valued at up to RO5,000 to eligible Omani freelancers, as part of efforts to expand opportunities for self-employed nationals.
The directive applies to ministries, government units, public authorities and institutions and is outlined in Financial Circular No. 1 of 2026 issued by the Ministry of Finance.
According to the circular, the measure follows a decision by the Financial and Economic Affairs Committee of the Council of Ministers and establishes a framework for government entities to engage independent Omani professionals for qualifying works and services.

Contracts covered by the directive must be awarded in line with the Procedures for Contracting with Self-Employed Individuals in the Sultanate of Oman, a regulatory framework prepared by the National Employment Programme.
The Ministry of Finance has called on government entities to closely monitor implementation of the directive and ensure that all contracting procedures comply with the relevant regulations, rules and laws.
