MUSCAT : The Ministry of Justice and Legal Affairs has signed an agreement with Omantel to develop “Itqan,” an integrated digital platform aimed at modernising the training and qualification of lawyers and legal consultants in the Sultanate of Oman.

The initiative seeks to improve professional efficiency, standardise training and assessment, and enhance the quality of legal services across the country.

The agreement was signed on behalf of the Ministry by His Excellency Dr. Yahya bin Nasser Al-Khasibi, Undersecretary of the Ministry of Justice and Legal Affairs, while Omantel was represented by Engineer Sami bin Ahmed Al-Ghasani.

The Itqan platform is designed to move legal training into a modern and flexible digital environment, allowing training programmes and courses to be delivered efficiently to beneficiaries across Oman’s governorates.

It will also help unify training and evaluation standards while enabling authorities to monitor trainees’ performance, measure their progress and assess whether targeted educational and professional outcomes have been achieved.

The platform is expected to offer specialised digital legal and training content combining legal knowledge, professional skills and practical applications.

Its programmes will cover areas including national legislation, professional ethics, legal research and drafting, advocacy, legal consultation and other fields related to professional legal practice.

Training content will be developed to suit different professional levels and requirements of the target groups. Materials and programmes will undergo review and approval stages to ensure legal accuracy as well as scientific and technical quality.

National and specialised expertise will also be used in preparing and delivering the content, contributing to the development of a digital legal library that can be continuously updated in line with legislative and professional developments.

H.E. Dr. Al-Khasibi said the platform represents an important step in implementing legal training and qualification requirements and reflects the Ministry’s efforts to develop practitioners equipped with the necessary knowledge, competence and professional skills.

He said the Ministry aims to establish a sustainable approach to professional development in the legal sector while keeping pace with legislative and professional changes.

The initiative is also expected to strengthen the readiness of legal practitioners and raise performance standards, ultimately improving the quality of legal practice in Oman.

For his part, Omantel’s Sami bin Ahmed Al-Ghasani highlighted the importance of Itqan in harnessing modern technologies for legal training and supporting the wider digital transformation of Oman’s justice sector.
