MUSCAT : The regulation is designed to support the provision of integrated telecommunications services to users in line with the Sultanate’s technical and development standards.
The new framework is divided into three chapters covering definitions and general provisions, internal connections for passive telecommunications networks, and administrative penalties.
Its provisions apply to the construction or renovation of commercial, industrial and residential buildings, as well as real estate complexes. Developers and property owners will be required to comply with technical specifications and standards issued by the TRA, including requirements related to cable ducts, channels and internal network routes.

The regulation also outlines cases in which a property owner may enter into an agreement with a licensed telecommunications operator to establish and operate internal connections and share the associated costs.
Under the new rules, a certificate confirming the completion of internal telecommunications connections must be obtained from an authorised or licensed entity. The certificate will form part of the requirements for securing a building completion certificate.
The regulation also includes an appendix detailing administrative penalties and fines for violations of its provisions.
Most of the regulation will come into force six months after the date of publication. However, Clause 3 of Article 2 will take effect three years after publication, giving concerned parties additional time to meet the required technical and regulatory standards.
The TRA said the regulation forms part of its continuing efforts to keep pace with developments in the telecommunications sector and modernise Oman’s regulatory framework while enhancing transparency and protecting the rights of beneficiaries.
