MUSCAT: All Sanad Service Centre operators are required to generate an electronic invoice through the Sanad Services portal and provide it to the beneficiary before receiving payment for any transaction, the Ministry said.
The invoice must provide a clear breakdown of the transaction and all applicable charges, including the service fee levied by the Sanad Service Centre.
It must also specify any government fees or charges imposed by other entities responsible for providing the requested service, ensuring customers are informed of the full cost before making a payment.

The requirement is intended to enhance transparency across Sanad Service Centres and safeguard beneficiaries by ensuring that fees are clearly documented and disclosed in advance.
The Ministry called on all operators to comply with the directive, stressing the importance of issuing the electronic invoice before collecting payment to protect customers’ rights and strengthen confidence in the services provided.
