Muscat: The figures highlight continued momentum in Oman’s urban and infrastructure development, with South Al Batinah Governorate recording the highest number of permits during 2025 at 8,194 permits. North Al Batinah followed with 7,179 permits, while Al Dakhiliyah registered 5,993 permits and Muscat Governorate recorded 5,854 permits. Al Wusta Governorate reported the lowest number of permits at 345.
In terms of usage, the residential sector dominated construction activity, accounting for 32,446 permits issued during the year. The agricultural sector came next with 2,191 permits, followed closely by the residential-commercial sector with 2,091 permits.
The government sector recorded 1,868 permits, while the industrial sector accounted for 874 permits and the commercial sector registered 534 permits. The tourism sector saw 105 permits issued, while the education and places of worship sectors recorded 10 and 15 permits respectively. Other uses collectively accounted for 206 permits.

Meanwhile, another indicator pointing toward ongoing project execution showed that the number of building completion certificates issued in 2025 rose to approximately 24,470 certificates, up from 23,743 certificates recorded in 2024.
