MUSCAT – During the sessions, the Minister will present the Ministry of Health’s statement before Council members, focusing on sector performance, policy evaluation, and the implementation of executive programmes. The statement is among a series of ministerial presentations approved for the current parliamentary session.

His Excellency Ahmed Mohammed Al Nadabi, Secretary-General of the Shura Council, said the statement is structured around six main pillars covering past performance, current priorities, and future planning of the health sector in Oman.

He explained that the first pillar reviews Ministry projects under the Tenth Five-Year Plan (2021–2025), including performance evaluation methodologies, benchmarking tools, and analysis of operational challenges and their impact on the national healthcare system.

The second pillar outlines projects under the Eleventh Five-Year Plan (2026–2030), with a focus on national health priorities, disease prevention programmes, and improved integration between preventive and curative services.

The third pillar addresses healthcare quality, including regulatory oversight of public and private health institutions, medical governance systems, reduction of waiting times, improved diagnostic services, and strengthened medication safety frameworks.

The fourth pillar focuses on health crisis management, reviewing legislative frameworks, early warning systems, pharmaceutical security, localisation of medical industries, and coordination mechanisms for medical supply chains and emergency preparedness.

The fifth pillar highlights future directions for the sector, including expansion of decentralised specialised services, implementation of a unified electronic health record system, greater use of artificial intelligence in diagnostics, and development of national medical workforce capabilities.

The sixth pillar covers financing and investment in healthcare, including sustainable funding models, development of social health insurance, improved spending efficiency, and long-term sector sustainability.

Al Nadabi said the discussion reflects the Council’s role in monitoring national plans and evaluating policy impact, in alignment with the objectives of Oman Vision 2040, aimed at enhancing the efficiency and sustainability of the country’s healthcare system.
