MUSCAT – The inauguration ceremony was held under the patronage of His Excellency Sheikh Hamoud bin Faisal Al Busaidi, Minister of Interior, coinciding with the anniversary of His Majesty Sultan Haitham bin Tarik’s accession to the reins of power. The project reflects the Royal directives to advance the health sector in line with modern technologies and to enhance readiness to address public health challenges under all circumstances.

Built on an area of 18,155 square metres at a total cost of approximately RO 18.2 million, the Central Public Health Laboratory is equipped with state-of-the-art technologies and advanced laboratory facilities. Designed to the highest biosafety standards, the facility includes Biosafety Level 2 (BSL-2) and Biosafety Level 3 (BSL-3) laboratories for handling hazardous biological agents, in addition to modern administrative offices, training laboratories, and a lecture hall.
The Ministry of Health described the laboratory as a cornerstone of the national health security system and a pivotal partner in the precise diagnosis of complex and specialised cases. It will serve as a specialised national centre for advanced laboratory testing, providing diagnostic services in virology, bacteriology, chemistry, toxicology, newborn screening, genetic sequencing, and bioinformatics.

The laboratory will also play a central role in epidemiological surveillance and outbreak response, strengthening the Sultanate’s capacity to detect, monitor, and manage public health emergencies. Its responsibilities include testing for pulmonary and extrapulmonary tuberculosis, food- and waterborne diseases, and conducting reference tests for expatriate workers. It is also designated as the national centre for antimicrobial resistance, supervises quality control for malaria microscopy diagnostics, and develops national quality assurance programmes for public and private laboratories.
In addition to diagnostic services, the Central Public Health Laboratory will support environmental health and food safety testing, manage laboratory information systems, facilitate data exchange, and promote partnerships with national, regional, and international institutions. It will contribute to research in public health and infectious diseases, ensure compliance with national and international accreditation standards, and enhance preparedness across the health system.
The laboratory is also tasked with developing national laboratory capacities through specialised training programmes for medical laboratory professionals. It will support the training of university students, resident doctors, and health sciences graduates, contributing to the development of qualified national cadres.
Regionally, the Central Public Health Laboratory is regarded as one of the leading reference centres in the Eastern Mediterranean Region. It undertakes several regional roles accredited by the World Health Organization (WHO), including serving as a reference laboratory for influenza, polio, measles, and rubella. It is part of the Middle East PulseNet network, acts as a regional laboratory for bacteriology quality assurance programmes, and is designated as a WHO Collaborating Centre for emerging and re-emerging diseases. Equipped with advanced molecular diagnostics and genomic surveillance capabilities, the laboratory will support member states in outbreak preparedness and response, laboratory capacity development, and specialised training.
