Muscat – Oman’s Minister of Interior has issued a decision establishing a regulatory framework for the electronic resolution of rental disputes, a move aimed at digitising judicial and administrative procedures related to tenancy matters, the ministry said.

The decision sets out mechanisms for resolving disputes between landlords and tenants of residential, commercial and industrial properties through a dedicated electronic platform, enabling applications, case management and documentation to be handled online.

Under the framework, rental dispute applications may be submitted electronically along with required documents, including the contact details of the disputing parties, proof of payment of prescribed fees and information on legal representatives where applicable.

The regulation defines key terms governing the process, including the Rental Dispute Resolution Committee, applications for dispute settlement and the approved digital platform through which cases will be filed and managed.

All procedures and case-related documents will be recorded digitally, with access restricted to authorised individuals and subject to approval by the committee chair. Proceedings will be documented electronically, and physical signatures will not be required.

The decision assigns responsibility to the committee secretary to register applications on the electronic system and notify the concerned parties of the hearing date within seven days of submission. Where electronic notification is not possible, notifications will be issued using methods stipulated under Oman’s Civil and Commercial Procedures Law.

Authorities said the new system is intended to streamline dispute resolution, enhance transparency and improve efficiency in handling rental cases across the Sultanate.
