MUSCAT — His Majesty Sultan Haitham bin Tarik has conferred the Al Rusoukh Order (Second Class) on His Highness Sayyid Dr Kamil bin Fahad Al Said in recognition of his service to the state and his leadership within the Council of Ministers.
The honour was presented during a ceremony at Al Baraka Palace, where a number of ministers, senior officials and military leaders were decorated as part of the National Day celebrations.
Sayyid Dr Kamil currently serves as Secretary-General at the Secretariat General of the Council of Ministers, a role in which he oversees coordination across government entities, policy follow-up mechanisms and implementation frameworks connected to national priorities.

He has played a key role in advancing institutional efficiency, supporting governance reforms and strengthening inter-ministerial collaboration. Prior to his current role, Sayyid Dr Kamil held senior positions within the Royal Court and the government’s executive apparatus, contributing to administrative development initiatives and national strategic programmes.
The Al Rusoukh Order (Second Class) is one of the distinguished honours awarded by His Majesty to individuals who have demonstrated notable contributions to the state.
