Dubai charts Dh18.3 billion green future as Sheikh Hamdan unveils sweeping parks, jobs, and education strategies

DUBAI : In a move to transform Dubai into the world’s best, most beautiful, and most advanced city, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, has approved a series of major strategies spanning public parks, aviation, education, healthcare, and sports. The announcements were made during The Executive Council meeting held as part of the UAE Annual Government Meetings 2025.

Leading the new initiatives is the Dh18.3 billion Public Parks and Greenery Strategy, which will see the development of more than 800 projects, including 310 new parks and 120 open spaces across the emirate. The plan aims to triple Dubai’s tree count, expand green areas to 187 square kilometres, and ensure that 80% of residents live within a five-minute walk of a park by 2040. With 100% recycled water earmarked for irrigation, the strategy reinforces Dubai’s commitment to sustainability and urban livability.

To cement Dubai’s global leadership in aviation, Sheikh Hamdan also launched the Aviation Talent 33 initiative. The programme will create over 15,000 jobs, provide 4,000 training opportunities, and forge 30 strategic partnerships with aviation companies, focusing on developing Emirati leadership and operational expertise across major airports, including Al Maktoum International.

In the education sector, the Policy to Expand and Promote Affordable High-Quality Schools will establish 60 new schools by 2033, adding 120,000 student seats. The initiative includes incentives such as reduced fees and land leasing costs to attract private investment, supporting Dubai’s goal of ranking among the top 10 cities globally for education quality.

The Sports Sector Strategic Plan 2033, featuring 75 initiatives across 17 priority sports, aims to strengthen Dubai’s global standing as a sports hub by nurturing local talent, enhancing club performance, and promoting public participation. It also seeks to grow the emirate’s sports economy and reinforce its reputation as a centre for world-class events.

Further bolstering Dubai’s business ecosystem, the Council approved the establishment of a Financial Restructuring and Insolvency Court to streamline financial reorganisation and bankruptcy processes, protect creditor rights, and enhance investor confidence, solidifying Dubai’s position among the world’s top three financial centres.

Healthcare received a major boost through the Early Detection Healthcare Services project, which aims to expand preventive care for Emiratis. The initiative targets a 40% increase in colon cancer screenings, 50% rise in vaccination coverage, and 90% patient satisfaction, while cutting waiting times to less than a week.

Sheikh Hamdan emphasized that all these efforts align with Dubai Plan 2033, which integrates economic, social, and environmental goals.

“Guided by His Highness Sheikh Mohammed bin Rashid’s vision, we are building a city where development and nature thrive together, where health and wellbeing define progress, and where innovation empowers future generations,” he said.
