MUSCAT – The decision, published in Official Gazette No. 1620, mandates the conversion of artisanal fishing vessels from individual to institutional ownership so as to enhance sustainability, efficiency, and governance within the industry.

According to the Ministry, the decision represents a strategic step toward restructuring the artisanal fishing sector to meet future requirements and align with Oman’s vision for sustainable fisheries management. It is designed to improve administrative and economic performance, raise operational efficiency, and ensure that fishing activities are conducted within clear legal and institutional frameworks.
Under the new regulations, applications for licenses for artisanal fishing vessels must now be submitted in the prescribed form and accompanied by a valid commercial registration, and a valid license to practice the marine fishing profession.

Current holders of artisanal fishing vessel licenses are required to adjust their status within 60 days of the decision’s enforcement in accordance with the new provisions.

The Ministry pointed out that this transformation will contribute to professionalising the sector, promoting institutional investment, and enhancing the artisanal fleet’s productivity and management. By organising vessel operations within a defined system of responsibilities, the initiative seeks to create a more stable and sustainable work environment for fishing crews.
