NEW YORK – The call also focuses on broad international backing for the Palestinians’ right to self-determination and the establishment of a Palestinian state.

Commission Chair Navi Pillay urged countries to prioritise justice and accountability for all victims by supporting the International Criminal Court (ICC) in its investigations and exercising universal jurisdiction to pursue their own legal actions.

Pillay noted that while the ceasefire may temporarily delay Israel’s regional objectives in Gaza, the structural changes resulting from the conflict “have not yet been reversed.”

In its latest findings, the Commission said Israeli authorities have demonstrated a “clear and consistent intention” to impose permanent military control over Gaza and alter its demographic composition. The report cited the destruction of civilian infrastructure and essential resources, fragmentation of land, and the forced transfer of Palestinians from affected areas.

The Commission concluded that the Israeli occupation bears responsibility for four acts of genocide in Gaza, asserting that these actions were carried out with the specific intent of “destroying” the Palestinian population in the Strip.
