The register outlines a range of potential national risks — from natural hazards and service disruptions to health threats and major accidents — while also detailing the roles of government institutions and raising public awareness on risk preparedness.

Speaking at the ceremony, His Excellency Mohammed bin Saeed Al Balushi, Undersecretary at the Ministry of Information and Head of the NRR Media Sector, emphasised the importance of risk management in ensuring sustainable development and safeguarding national achievements.
Pointing out that the launch of the community version is a milestone that reflects Oman’s commitment to proactive planning, community participation, and national resilience, he added that the National Risk Register was developed using a scientifically rigorous methodology and aims to serve as a comprehensive tool enabling authorities — and now the public — to understand and prepare for potential risks.
Jalila bint Hamad Al Akhzami, Director of the Research and Studies Centre at the Ministry of Information and Assistant Coordinator of the NRR Media Sector, explained that the community version is rooted in Oman’s long-standing history of proactive risk responses.
She noted that the version directed at all segments of society, including citizens and residents, consists of 13 major risks distributed across four groups: natural hazards, service disruptions, health risks, and major accidents.
Major Mukhtar bin Jumaa Al Alawi, Assistant Head of the National Centre for Emergency Management, said the register supports society in understanding how to respond during emergencies, helping minimize risks to people and property.

The register is designed not only for institutional planning but also for empowering citizens and residents with knowledge to participate in risk mitigation efforts. Officials noted that the methodology behind the register emphasizes “prevention” as the first line of defense, citing global studies showing that every dollar invested in mitigation saves $15 in disaster recovery.
The system also supports the strategic goals of Oman Vision 2040, aligning with its pillars of effective governance, sustainable development, and community-based preparedness.
The launch ceremony included a visual presentation on the National Risk Register, highlighting the role of cross-sector collaboration and the early warning system in national risk management.
The event was attended by Their Excellencies, senior officials, sector leaders, experts, and those involved in disaster risk management.
