Salalah: The Ministry of Commerce, Industry and Investment Promotion (MoCIIP) unveiled a series of landmark initiatives under the theme “Sustainable Business Environment” during a high-profile event held at the Sultan Qaboos Youth Complex for Culture and Entertainment in Salalah.

The ceremony, held under the patronage of H.H. Sayyid Marwan bin Turki Al Said, Governor of Dhofar, and attended by H.E. Qais bin Mohammed Al Yousef, Minister of Commerce, Industry and Investment Promotion, brought together ministers, senior officials, investors and private sector leaders.

Three major launches
The event marked the introduction of three key programmes:

Golden Residency Programme: granting renewable 10-year residencies for investors and their families.

Elite Companies Initiative: recognising and empowering high-performing Omani companies with incentives to expand locally and internationally.

*Commercial Registration Ownership Transfer via E-Authentication: *a new digital service on the Oman Business Platform to streamline business operations.

In addition, MoCIIP signed several strategic agreements designed to strengthen the construction sector and advance digital transformation.

H.E. Ibtisam bint Ahmed Al Farooji, Undersecretary for Investment Promotion, said the initiatives reflect national efforts to build a sustainable and competitive economy. “These programmes are not only about attracting foreign investments but also about empowering the Omani private sector, creating jobs, localising technologies, and reinforcing Oman’s position as a preferred global investment hub,” she noted.

Nasima bint Yahya Al Balushi, Director General of the Investors Services Centre, added that the Golden Residency represents “a balanced environment for investors that combines long-term stability with quality opportunities,” highlighting Oman’s global ranking for quality of life.

Elite companies initiative
Developed with the Ministry of Labour, Tax Authority, Royal Oman Police and OCCI, the initiative aims to spotlight companies driving national growth. Firms will be classified into three categories (A, B, C) based on criteria including governance, revenues, Omanisation, and export activity. Elite firms will receive incentives ranging from customs facilitation to greater participation in policy-making, reinforcing their role as role models in the private sector.

Digital transformation in business
The launch of the CR Ownership Transfer service—initially for one-person companies and sole proprietorships—marks a milestone in the digitisation of commercial transactions. Said bin Juma Al Salmani, Commercial Register at MoCIIP, said the move “reduces time and costs for investors and strengthens transparency in line with international best practices.”

Strategic agreements for construction sector
MoCIIP also signed four cooperation programmes to modernise the construction sector:
• With Oman Energy Association (OPAL): to advance occupational safety, training and professional accreditation.
• With Sultan Qaboos University: to adopt smart, sustainable building technologies and support research.
• With German University of Technology in Oman (GUtech): to boost technical expertise, consultancy and green infrastructure projects.
• With eBinaa Professional Services: to implement a digital platform for tenders, contractor registration, and governance improvements.
