Ruler of Sharjah issues decree-law to reform government HR framework

His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, has issued a new decree-law that will apply to all employees in Sharjah’s government agencies—marking a comprehensive overhaul of the emirate’s HR system.

SHARJAH: The newly issued law will serve as the foundational framework for how human resources are managed across Sharjah’s government sector. It applies to all government employees, including those in agencies that currently operate under independent HR regulations. These entities must now align with the central Department of Human Resources by sharing key employee data—such as salaries and job information—through officially approved electronic platforms.

Designed to reflect evolving HR best practices and improve the overall work environment, the law aims to enhance performance, ensure transparency, and support societal well-being. As part of this initiative, a permanent “Supreme Committee for Human Resources” will be established under the Sharjah Executive Council. The committee’s structure, membership, and operations will be determined by the Council in coordination with the Department.

Among its responsibilities, the committee will:

Interpret HR-related legislation,

Review complaints and employee grievances,

Provide opinions on matters referred by the Ruler or Council,

And carry out additional tasks as assigned.

The decree-law introduces significant amendments regarding job classification, appointment criteria, and employment conditions. Emirati citizens and children of female citizens will be given priority for public sector appointments, while non-citizens may be recruited on a contractual basis, subject to executive regulations.

The law also outlines systems for employee training, performance evaluation, promotions, and end-of-service benefits. It addresses working hours, leave entitlements, transfers, secondments, and overtime policies.

Additionally, it establishes clear guidelines on professional conduct, disciplinary action, administrative investigations, and the resolution of complaints—ensuring a more structured and accountable HR system moving forward.
