NEW DELHI : The Board of Control for Cricket in India (BCCI) has announced a comprehensive safety protocol for all future IPL victory celebrations after chaos erupted near Bengaluru’s M Chinnaswamy Stadium, leaving dozens injured and 11 fans dead. The incident unfolded during Royal Challengers Bengaluru’s first-ever IPL title win celebrations against Punjab Kings, where thousands gathered despite the Bengaluru Traffic Police denying permission for a bus parade due to safety concerns.
According to the BCCI’s updated guidelines, no team will be permitted to host public celebrations within 3 to 4 days of winning the IPL title. This cooling-off period is intended to allow better coordination with civic bodies, ensure crowd control, and plan for safety measures.
Franchises must now obtain written approval from the BCCI before announcing any event. All celebrations will require 4 to 5 layers of security, covering key gathering points. Additionally, teams must secure permissions from local police, district authorities, and state governments before confirming any public engagement.

Trained security personnel must be deployed to ensure the safe movement of players, staff, and fans, the BCCI directive added.
The BCCI initially maintained distance from the Bengaluru incident but moved to set up a three-member internal committee to probe the disaster following growing public anger and criticism.
The Royal Challengers had initially promoted a fan celebration, only to cancel it later — but by then, massive crowds had already gathered, resulting in panic and a deadly stampede.
