DUBAI: Dubai has officially put into effect a law that protects whistleblowers within its public sector, following an announcement made on Tuesday. The regulation applies to all government employees working in entities under the jurisdiction of the Financial Audit Authority (FAA) and builds upon the foundation set by a 2018 law.
Under the new framework, two categories of individuals are protected: those who submit reports of financial or administrative misconduct and those who assist or testify in investigations conducted by the FAA. However, these protections are triggered only if the FAA formally accepts the disclosures in line with legal procedures.
Key protections include confidentiality—ensuring reports remain undisclosed under all circumstances—and employment security, meaning whistleblowers will not face job loss, demotion, or retaliation. The decision also mandates a defined process for formally seeking protection and outlines conditions for eligibility, providing a clear legal route for employees to report violations safely.

Investigations under this law must be handled by professionals with expertise related to the nature of the complaint, and these investigators are also bound by strict confidentiality rules to prevent leaks or pressure on whistleblowers.
Implementation of the law will be overseen by the Director General of the FAA, who is tasked with issuing detailed directives to ensure uniform enforcement. The decision has been published in Dubai’s Official Gazette and is now officially in force.
