MUSCAT : These benefits include enhanced security and stability, increased regional and international cooperation, confidence-building, improved trade and investment opportunities, greater access to civil nuclear technology, reduced military spending, and a more stable political landscape.

This statement was delivered by Dr. Salem bin Issa Al Maashani, Director of the Office of Disarmament and Arms Control Affairs at the Ministry of Foreign Affairs, during the meeting of the Second Preparatory Committee for the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) 2026, held from July 22 to August 2 at the United Nations in Geneva.

Oman called on the depositary and sponsoring states of the 1995 resolution to fulfill their obligations and urged the international community to remain committed to supporting the outcomes of the 1995, 2000, and 2010 review conferences. The Sultanate reaffirmed its commitment to multilateral diplomacy, dialogue, cooperation, and transparency with neighboring and friendly countries. It highlighted that repeated disruptions of the NPT review conference undermine the credibility of the non-proliferation regime and the interests of the concerned regional countries.

Expressing regret over the obstruction of the 2015 conference by two depositary states of the NPT in favour of Israel, Oman criticized this move as a disregard for the non-proliferation system. Israel, not being a party to the NPT, maintains a nuclear program shrouded in ambiguity and lacks transparency, posing a serious violation of international disarmament efforts and international law. Oman called on the international community to condemn Israel’s actions and exert sufficient pressure to compel it to comply with UN Security Council Resolution No. 487 of 1981, which mandates Israel to subject its nuclear facilities to the comprehensive safeguards system of the International Atomic Energy Agency and to join the NPT as a non-nuclear state.

The Sultanate of Oman urged the 2026 Review Conference and its Preparatory Committee to support the implementation of the 1995 resolution on the Middle East, reaffirm the commitment to its implementation, achieve clear results, and acknowledge the progress made in this regard.
