MUSCAT : These regulations provide guidelines to ensure elderly individuals receive proper care and respect within a supportive ‘alternative family’ environment.

The regulations define an ‘elderly’ person as anyone aged 60 or above and refers ‘alternative family’ to a household unit that voluntarily assumes the responsibility of caring for an elderly individual who cannot receive adequate care from their biological family.

Several factors determine eligibility for this program. The elderly person must be an Omani citizen and lack family support or have a family unable to provide proper care. This assessment is made through a social investigation by the Ministry. Additionally, the elderly individual must be free from infectious diseases, as verified by a medical institution.

The regulations set specific requirements for alternative families. At least one member of the family must be an Omani citizen. The family unit must demonstrate social stability and the capability to meet the elderly person’s needs, as evaluated by the Ministry. Furthermore, all family members must be free from contagious diseases and behavioral disorders. The family must also have a stable income sufficient to support their own needs and those of the elderly individual. While the regulations emphasize a suitable residence for elderly care, exceptions can be made for cases that meet all other necessary conditions.

As per the set process, the Ministry will handle applications and make decisions within 30 days of receiving complete documentation. Applicants have the right to appeal a rejection within 60 days.

The regulations also outline the responsibilities of alternative families. These include providing a safe and stable environment, ensuring the elderly person is not subjected to abuse or neglect, and fulfilling all their basic needs for food, clothing, and healthcare.

The decision states that the foster family’s care for the elderly ends in the event of:

• A request from the foster family
• A request from the elderly
• If the competent department finds that the foster family has neglected or failed to care for the elderly
• If the applicant or the elderly person dies
