Oman launches progress report on rights of persons with disabilities

The Ministry of Social Development has launched the second report titled ‘Prospects for Implementing and Monitoring the Convention on Rights of Persons with Disabilities in GCC States’.

MUSCAT : The Ministry launched the report at a ceremony organised at the Sultan Qaboos Youth Complex for Culture and Entertainment in Salalah.


The report provides cooperation and integration between the GCC countries and the Arab Gulf States, in order to activate the implementation of the Convention on the Rights of Persons with Disabilities at the regional level.


The report includes a set of guiding and measurable indicators based on indicators approved by the Office of the High Commissioner for Human Rights.


The results contained in this report are considered as a baseline indicator that can provide the governments of the Cooperation Council for the Arab States of the Gulf with a realistic, measurable, comparative picture. It devises a set of recommendations for joint regional action to achieve integration of experiences and exchange of information


Speaking at the ceremony, Dr. Laila Ahmed Al Najjar, Minister of Social Development, stressed that the report would serve as a motive to upgrade efforts in favour of persons with disabilities in GCC states, with the prime objective of realizing their full rights.


Mohammed Ahmed Al Mahrouqi, Head of the Directorate General of Persons with Disabilities, affirmed the Ministry’s keenness to promote programs and services aimed at achieving the comprehensive inclusion of persons with disabilities in society.


Explaining about the report, he said, “Data and information were collected through communication with the concerned institutions in all GCC countries. Work is on to develop national plans, policies and strategies for persons with disabilities.”


The second report was adopted at the forty-seventh meeting.


Dr. Amer Mohammed Al Hajri delivered the speech of the Executive Office for the Council of GCC Labour Ministers and the Council of GCC Social Affairs Ministers. During the speech, Dr. Amer stressed that the GCC states’ ratification of the International Convention on the Rights of Persons with Disabilities stems from a sincere desire to empower persons with disabilities and consolidate their rights.


“Persons with disabilities receive a great deal of attention from the GCC countries. The second report sheds light on the distinct strengths, while clearly indicating the weaknesses that need more work and effort. Persons with disabilities are partners who contribute to building the fabric of Arab Gulf society,” he stated.


The event included a dialogue session on the same report. It was run by Dr. Mona Abduljawad, an expert in the field of the rights of persons with disabilities.
