MUSCAT – The Authority for Public Services Regulation issued Decision No. 15/2023, to regulate electric vehicle charging activity and to support the local economy by reducing dependence on fuel and conserve the environment. The decision stipulates that it is not permissible to establish and install a private or public electric charging point except after obtaining the approval of the licensee to distribute electricity, and in compliance and adherence to the regulatory and technical requirements approved by the Authority and the concerned authorities.
The regulation specified the electric tariff for charging electric vehicles after its approval by the Ministry of Energy and Minerals, will be applied in accordance with the provisions of the approved tariff regulation for connecting and supplying electricity, and according to the type of consumption category for the subscriber’s account, so that the residential tariff will be applied to owners of charging points within their private homes.
As per the Decision, electricity for the charging unit will be issued to accounts that are registered with the licensee to distribute electricity or the licensee to supply electricity that is linked to the property.
The device or machine for charging the electric vehicle must be owned for non-commercial purposes; it can be installed on roads and places intended for the public to frequent, including public parking, fuel stations and malls/commercial centers.

No individual is allowed to construct and install a private or public electric charging point without obtaining the approval of the electricity distribution licensee. People who own or operate private or public electric charging points must comply with the regulatory and technical requirements approved by the Authority and the concerned authorities. When constructing and installing a private or public electric charging point, the technical requirements approved by the licensee to distribute electricity must be adhered to, provided that the construction and installation process is carried out through the contractor.
