MUSCAT – Abdullah Al Kharousi, Director General of Audit and Administrative Affairs at the Ministry of Labour, said that filling jobs in the state’s administrative apparatus in accordance with the Civil Service Law and its implementing regulations comes with appointment through an announcement that includes certain conditions. The law also refers to two types of jobs, permanent and temporary ones.
Al-Kharousi explained that there are two ways to fill the permanent position, either through an appointment decision or an employment contract, and accordingly, the holder of the position of both types has all the rights and all the responsibilities. He added that what is rumoured about the temporary contract is not true, as it is a contract for a permanent job or a job with a contract. He explained that there are 5 types of employment contracts: the temporary employment contract, the employment contract for Omanis to occupy permanent jobs, the employment contract for non-Omanis to occupy permanent jobs, the part-time work contract, and the temporary work contract (Sahem).
Al-Kharousi said that it is permissible to exclude practical experience in occupying a specific job when there is a scarcity or when the applicant has a certificate with a rare specialization. He also mentioned that there are other ways to fill positions, including promotions, transfers, secondments, delegation and subrogations, and each of them has certain conditions that must be adhered to upon appointment.
